This hierarchy follows the shape of AIIMS (the Australasian Inter-Service Incident Management System, published by AFAC and used by every fire, emergency, and land management agency in Australia) without currently saying so — the Capability Self-Assessment already states WICEN operates under AIIMS, but this is the only page where that structure actually shows up. See Committee Discussion §2 for the open question of whether WICEN WA has any formal, agency-recognised place within this structure at all, or whether that’s still informal.
