Once activated, communications must support:

  • Voice coordination
  • Situation reporting
  • Task assignments
  • Message passing
  • Information distribution

Members may join operations at any time, therefore communications systems must support persistent messaging.

    • Same logging responsibility as VHF/UHF Net Control
  • Voice Relay Station VHF/UHF
    • Relays using RELAY TO / THROUGH ME, and reports delivery back — see Voice Procedure
